Born in Providence Island, Colombia, Sandra graduated as journalist and social communicator and specialized in cultural engagement and management. She has extensive work in radio and television in Colombia and South Florida, US. She began her career in public administration as Manager for seven years of the Fund for Promotion and Culture of the island state of San Andres, home of the UNESCO Seaflower Biosphere Reserve, following as Secretary of Education and acting Governor in several occasions.

In October 2013 she was appointed as Colombia's Vice Minister of Tourism, where the development of Sustainable Tourism has been one of her main objectives. She has spoken at international forums such as the Global Tourism Economy Forum in Macau, the UNWTO /UNESCO World Conference on Tourism and Culture in Cambodia, Small Islands Developing States Conference in Bahamas and at the conference on Tourism & Peace in Bogota, Colombia.

She served as the Secretary General of Sustainable Tourism for the Small Islands Forum and BioCaribe Fair & Expo, and has represented Colombia presiding the Americas Commission of UNWTO in 2014 and 2015.
