Vanndy Hem

Mr. Hem’s career spans across private sector, the United Nations system, multilateral development bank, and government. As Secretary of State, he looks after development financing, coordination and management of ODA (both strategy and operation), public debt management and supports key policy agenda. He coordinates a number of inter-ministerial mechanisms that tackle major infrastructures and urbanization challenges facing Cambodia. He is also a member of the Supreme National Economic Council, and incumbent Chair of the Country Coordinating Committee for the Global Fund program to fight AIDS, Tuberculosis and Malaria in Cambodia. Mr. Hem obtained his Mid-Career Master of Public Administration (Mason Fellow) from Harvard Kennedy School of Government in 2014 and Master of Arts in International Development from International University of Japan in 2002. He received his undergraduate diploma of Bachelor of Business Administration from then National Institute of Management (Cambodia) in 1999.
